The process of developing voluntary standards is not unlike a \u201cmulti-player cooperative game\u201d. But primarily, standards are developed by market players, which means you! This requires listening to all points of view. Decision by consensus is possible because certain participants agree not to oppose the consensus proposal. Application of published standards is voluntary.
